go to settings, general, accessibility, voiceover.
swipe until you come to modifier key it will say control and option.
in here you have two choices.

I have also recently upgraded IOS but I have not found this problem.
I have always used the "quick Nav" keys to move around the iPhone screen.
This involves first pressing the left and right arrow keys together to
open
"Quick Nav". Then the left or right arrow keys alone can be pressed
separately to move from object to object.
I cannot move around the screen with the arrow keys alone and I don't
think
I ever could! As you describe, pressing the VO keys with the left or the
right arrow key does the same job as that of "Quick Nav".
I tried editing a new note and here I can move around with the arrow keys
alone without "Quick Nav" and Vocieover echoes the keys as I arrow around
in
the editing area.

Hi folks,
I have just recently updated my iPhone SE to 10.2.1 14 D 27.
Since updating, my bluetooth keyboard is behaving strangely. Is this a
known
issue with this IOS update?
The arrow keys on the bluetooth keyboard now need control and option to be
pressed in order to move to the next item, whereas previously I could just
hit the arrow keys. Has anyone else experienced this kind of thing?
