Signatures are a client side setting.

You could look at doing some folder redirection to store the information on a 
server, so that it follows the user around.

Another option would be to use something like Exclaimer which can build 
signatures on the fly using information in the AD. Then disable signature 
support in Outlook using group policy. That will allow you to do things like 
different internal and external signatures.
