smtp;521 Server does not accept mail

Can anyone tell me what this means? smtp;521 Server does not accept
mail.  I am running NT 4 sp6a, Exchange 5.5 sp4?  I can send and receive
emails but others are telling me there are problems.  The problem is
with outside users sending to us.
