Are the new server and old server in the same site ? If so, you can move
the mailboxes by using the Tools - Move mailbox option from the Exchange
admin. If they are in different sites, then you need a tool like
Exmerge. If you are removing the old server for good, then you must make
sure you replicate any public folders that may reside on that server.
Also, if that was the first Exchange server in your site you must make
sure you replicate the Offline address book, Free Busy and Events Config
folders to the new server. You don't have to copy any files manually
between servers. Make sure you move all your DR connectors and any other
X.400 connectors etc. to the new server.
