I have set this to allow only our second local mail server by its IP.

In the relaying options of the smtp server have you set "only the list
below" and specified a list of ip's or a range of ip's?

I have read Mark Fugatt's article "Understanding relaying and Spam with
Exchange 2000" and thought that I had made all the necessary settings to
stop relaying but it is still possible to use smtp to send mail between
outside users. I have checked that the Connectors do not have "allow
relaying " set. Can anyone advise what I should check next?
