providing access to Public Folders only to anonymous using OWA

Hi
I am running exchange 5.5/sp4 on winnt 4. I have installed OWA. I want to
install OWA on another internal server to provide access to the public
folders ONLY to all the users who do not have e-mail ID.
How can I do so?
