It doesn't matter. Originally, recommendations were for scenario 1,
otherwise you could get into a situation known as a "DNS island".

That was corrected in 2000 sp3, I believe. Quite a while ago.

Personally, I generally use scenario two in larger environments.

Would you help to clarify this? I did some search online and on
Microsoft and opinions are different.
Let's say you have 2 of 2003 sp2 domain controllers, DC1 as primary
master and also a DC2. What is the proper setting on DNS on network on
each server?
Scenario 1:
DC1: First pointing to, second pointing to DC2
DC2: First pointing to DC1, second pointing to
Scenario 2:
DC1: first pointing to, second point to DC2
DC2: first point to Second point to DC1
