Can you access the pop3 server manually?

i've problem with one user that using OE5.  She already connected to our
ex2k server, but can't rcv her email (connecting - connected -
authorizing -
connected) then error.  I trying use my computer to download her emails.
and it work with no problem at all.  after that, i try to re-install her
computer (windows 98).  then setup her OE5 again, and trying download
her emails.  but still have the same problem.  does anyone have this
problem before and may help me to solve this ?
