Is this what u r talking about? 
Exchange administrator --->mailbox B -->Delivery options --> Send on Behalf
permissions .
If not, where else is the permission tab?

Go to the mailbox for user B and select the permissions tab. Add user A and
user A will have access to user B's mailbox.

Hello All,
               How do I set full access to a user for a mailbox which
doesn't belongs to him on Exchange5.5/sp4.0 on NT server4.0 with SP6a ?
say - user is A and his mailbox is A
         user is B and his mailbox is B
 now A should be able to fully access the mailbox of B.
