When you choose 'this machine only' then rules will store in outlook profile (NOT in PST) so whenever you open same outlook profile on same workstation then only rules work.
In that case, Yes, it doesn't effect with server rules limit. (I am not sure about the client rules limit but I didn't face any problem while creating huge number of this type of client based rules)
