On this KB article # 192929 Read downward on that page, "Responding to Read Requests" It states, "If you are using the Corporate/Workgroup installation of Outlook with Microsoft Exchange Server as your mail service, Exchange will always respond to requests for a read receipt." In an Exchange enviroment where all users directly connect to Exchange through Outlook, your user(s) CAN'T disable sending read receipts to a person who requests them who also resides in the same organization. Read Receipts can only be disabled by a user when it's over the internet and outside of the Exchange environment.
