multiple FE servers & a failover

Good Morning!
Working with Win 2000 SP4 & Exchange 2000 SP3 with 3 FE Servers.
How can I set up DNS (I Assume) so that the user is routed to the best
FE Server based on location & availability? If FE server one goes down,
how might I set it up so that users are automatically routed to server
two(or three. etc...)
