You can set it for each user. Go to the user's properties, exchange
general tab and delivery restrictions button. From there you can set
the limit of outgoing or incoming mails independently.

Subject: [exchangelist] limits

I want to limit the size of messages that a user can send internally.=20
I set the Message Transfer Agent (MTA) size to 1024KB on each of my
Exchange=20 servers, but email messages larger than the size limits
still go through.=20 Why doesn't Exchange restrict messages larger than
my set limits? I use Outlook Express
