You can set it for each user. Go to the user's properties, exchange
general tab and delivery restrictions button. From there you can set
the limit of outgoing or incoming mails independently.

Exchange=20 servers, but email messages larger than the size limits
still go through.=20 Why doesn't Exchange restrict messages larger than
