Ok you have multipl Exch 5.5 orgs. You should consolidate these into one Exch 5.5 org first before migrating to 2003 since an Exchange org an only span one forest. Then you can proceed with the procedures below. You can consolidate your Exch 5.5 I believe with the migration server utility. You have the right picture. You create your new 2003 domain. You install your new Exchange 2003 server in the existing 5.5 exchange org. Run admt to migrate your users to the new domain.
