Assuming you have the relevant permissions then yes, you should beable
to perform all the relevant administrative tasks, remember to administer
Exchange 2000 you will need to install the Exchange 2000 System Manager,
after you have installed the Windows 2000 Tools.

aspects like I can do straight from the server?

the windows 2000 version on my workstation is windows 2k.  the server is
advanced edition.  do I need to use the advanced server edition cd to
install the tools on my workstation or are the tools on the windows 2k
professional cd?

You need to install the Windows 2000 and Exchange 2000 Admin Tools.
 
If you look on the Windows 2000 CD you will find the Windows 2000 Admins
Tools, then insert the Exchange 2000 CD and install the Exchange Admin
Tools.
