Could be lots of reasons -

1. Make sure that user has proper SMTP address.
2. There should be no restriction in the user properties.
3. In exchange there should be no blocking for the USER
4. In the outlook option there should be no Blocking.
5. Try to send a simple text message for testing instead of trying with

If still the message is not reachable then track the message in your
Exchange server.

What is the error message the sender is getting?
