I followed the article you mentioned. What I did was remove the default domain controller's policy GPO and then re-add it again. I will have to restart them shortly. See if you can browse to the sysvol shared folder on the DC. Also check the DC if you can and see if you can edit the GPO's in active directory users and computers.
