Exchange 2000 does not have a directory of its own. It's database of
configuration information, user accounts etc is stored in the Active
Directory. Domain controllers and global catalogs (these can be roles on
the same server) are responsible for looking after the Active Directory
so in fact you can address Exchange issues without even touching the
Exchange server config.

I've resolved a issue recently relating to email flow problems (messages
being relayed between 2 servers) which I resolved by restarting one of
our domain controllers with the Global Catalog role.

Anyway, hope that sheds some light on the situation even if it doesn't
fix your problem :-)

I followed the article you suggested below, but this article is
referring to domain controllers. ???? any other ideas?

This is usually a problem with your server not being able to propogate
GPO's. Sometimes it can be because the link is broken between the actual
GPO location and the mapping.
