We had a similar problem on 5.5 with InnoculateIT.  We would stop the
services but still see the poor performance.  Once we uninstalled the
virus scanning software, the problem went away.  You might want to try
that.  You can always purchase a different virus scanning software -
Antigen you can download online (www.sybari.com).  I've had good luck with
it.

Not sure if this will help but thought I would try...
