Message tracking can tell you positively whether a message was delivered
to a local mailbox. What happens to it after that is a great big
question mark...

The client is always right......

 

Is this on your Exchange server, or someone else's?  

 

You can turn on delivery and read receipts, but there is no way (That I
am aware of) to be 100% certain a person received an email.  And even if
they did receive it, it does not mean they read it.
