Message tracking can tell you positively whether a message was delivered to a local mailbox. Is this on your Exchange server, or someone else's? You can turn on delivery and read receipts, but there is no way (That I am aware of) to be 100% certain a person received an email. And even if they did receive it, it does not mean they read it.
