creating welcome message in Exchange 5.5

Hello
Can anybody please let me know how to configure a welcome message for a
new user in Exchange 5.5?
I give a default password for all new mailboxes created, and would like to
send an email to the user ( the first time he invokes outlook client),
asking him to change the password,
Also, I have checked the option for "issue warning message" ( Exchange
5.5), when the mailbox size reaches a certain limit, but the user does not
get the warning message.
Can you please help me out with these issues?
