Your users don't have mailboxes thats why it's not in the GAL. To create
a mailbox for a user, right click the user and choose exchange tasks,
than choose create mailbox. Once this is done wait a few minutes until
the RUS stamps it, than it will show in the GAL.

How would I check if these accounts have mailboxes? If I go to Mailbox
Store in Exchange System Manager, under Mailbox I see my mailbox but not
the others. When I log into outlook I don't see any users in GAL. It's
just empty. Doesn't give me any error messages.
What do you mean by "If make sure that this DC is also not the GC."
I followed the article and the DC that's listed is the first DC in the
domain and has all the FSMO roles.
