command line admin.exe usage

I am using the following command line to add a new mailbox using
admin.exe:
admin /i c:\scripts\newmail\bbrow.txt /d hm15oas
where hm15oas is my exchange server and bbrow is the name of the input
text file. When I run this script, I get a brief message that says
"initializing--please wait", But the new mailbox is not created. I don't
know what could be wrong with my procedure, nor any way to troubleshoot
the problem. I would greatly appreciate any help.
