can't send to hotmail from specific ip's

hi i'm trying to send emails to hotmail from outlook express from
specifics ip's and i can't send i don't receive error
appear the messange has been send but i never recive that.
so i try to the same thing but with other computer , with other ip
but with the same pop account and the message arrive to my hotmail account
some ideas for this problem?
