cannot delete mail in deleted items

Exchange 2000. When trying to remove deleted items in users' folders from
the exchange server, several of the users have mail named Messages.EML and
No Subject.EML. I cannot delete them. I get an error saying "The file
'Message.EML' is a system file. If you remove it, your computer or one of
your programs my no longer work correctly. Are you sure you want to delete
it?" I click yes or ok, then get an error saying "Cannot delete message:
Cannot find the specified file. Make sure you specify the correct path and
filename." If I physically try to remove them from their pc's or add
their mailbox to mine, none of these files appear. Does this sound like a
virus?
