blocking attachments in a shared hosting environment

Hi,
We have an Ex2003 Enterprise serverrunning on Windows 2003. It hosts
multiple domain namess, each one being a separate company, in an ASP
environment.
One of the companies wants to block attachments based on type, and they
have about 30-40 different attachment types they want to block. Can this
be done on a per-organization basis in Exchange 2003?
