attachments from owa

Hello everyone.
I would appreciate any help or direction on this. I have done an owa on
exchange 2003 publish rule using isa 2004. People from inside can get on
browser and navigate to exchange and download attachment from mail, but it
gets an error saying "internet explorer cannot download ......." while
trying from outside
I have been scratching my head and looking around to figure this one out but
no luck yet. Does any one have a suggestion for me?
