adding files and folders into public folders

Hi, I have lots of Folders and files in my local harddrive. I want to
put them in public folder of my exchange 2003. I could do it to
exchange 2000 where i can use M: drive to copy files from local
Harddisk. but in exchange 2003 i dont know how to do it.
