If I understand your request correctly, you want to allow somebody to create
a new contact that resides in the Active Directory. To my knowledge, this is
not something that Outlook does natively. You would likely have better luck
using a web page or an Outlook add-in to accomplish this.

I want do allow someone to create new contact from outlook, not from Active
Directory.

is it possible to add a contact to an address list defined in exchange
2003 from outlook 2003?
I tried to put the rights permissions on the list in exchange, but i always
have the same message in my address book when i add a new contact:
"You cannot create entries for this Address Book"
