Weird Outlook problem

I've some kind of strange problem - I've set policy to restrict maximum
mailboxes storage to 250MB. Later I set individual values to few users,
much larger than this and much larger that their actual mailbox sizes.
But, from time to time they can not send e-mail - Outlook XP displays
warning about exceeding maximum size.
What am I missing?
