Virtual memory Fragmented on Exchange 2000

Hello all,
A while ago I added an issue with fragmentation of the virtual memory.
We discussed about it and that resulted in me doing 2 things. First I
installed a hotfix I found on the following link:

After a couple of days the warnings came back. So we looked further. Then
we tried to change the "HeapDecommitFreeBlockThreshold" as explained in
the next article:

Again the warnings came back so we tried the following article and change
the mentioned value to 196608:
http://support.microsoft.com/default.aspx?scid=kb;en-us;266768
But the problem is still there. I hope someone can tell me what to do. I
run out of possible solutions.
Specs:
Windows 2000 5.00.2195 Service Pack 4
2.883.104 kb RAM
Exchange 2000 Version 6.0 (Build 6249.4: Service Pack 3)
