Using Pubblic Folder as a email

Hi all,
I want to "use public folder as a mailbox" following this article :
http://www.msexchange.org/articles/MF021.html
But I do not want to start Exadmin so i can not enable email.
Is there any way to set an email post to public folder (or enable email
) ?
