I had to do this at my end early on when I converted into Exchange from a POP3 world. My bosses strait up told me they would stand behind me in forcing users into a stricter standard. The hitch? My bosses were the worst offenders and stated they could not be affected by this policy, they were "above the law". Good Luck! P.S.
