I open my Outlook and created under all public folders a new folder name test, 
and folder contains: task item.

When I right click this folder and open his properties I see 5 tabs, one of 
them is: permission.

Thank you Dolly. 

I did so as you described and failed to find change permission/ownership in the 
Properties which only includes a General tab. Is there any setting problem with 
my Exchange Server side?

        When you create the task you are the owner. As the owner, if you like 
to change anything you have to go to the properties right after creating it and 
then you can change permissions/ownership.

        Dear All

         

        I bump into a urgent Outlook problem and need your urgent help!

        I am using Public Folders of Exchange 2000 Server (and Outlook 2000 as 
client) for team info share purpose. In the `Tasks`, whenever I try to create a 
new team task, the `Task Owner` seems editable, however, one could not. 

        Does anyone here throw me any idea on ressolving it?
