I had this problem last week. Did you install the Admin Pak on the Exchange
server? If not you will need this in order for the option to move the mail
boxes to appear. Additionally you could load the Exchange System Manager to
the DC, this will allow you to perform the move from the DC.

Hi All,
Could you please tell me the steps to upgrade Exchange 5.5 to Exchange 2000
server with Swing method?
I did the steps below :
* Install ADC between AD and Exchange 5.5
* Run forestprep on DC (I joined to exchange 5.5 site)
* Run domainprep on DC
* Install Exchange 2000 on another server
But there was no "move mailbox" option on user properties after I did these
things.
