I would not format the drive if I were you. Try making sure your exchange 
server is communicating with the GC and also check DNS; for the most part an 
incorrectly configured DNS is as bad as a dead server.
 
If your GC is your DNS server...first controller, right click on the DNS and if 
you see a folder with a "dot" it means that you domain/DNS is authoritative and 
that cause problems. You must remove that first folder with the "dot" then 
right click on the DNS root, go to forwarding and place your ISP DNS entries 
there.
I had a similar problem where my Exchange server would take an hour to boot, 
sends mail when it feel like and act strange. It was all DNS, once I fixed 
that...we are running like a charm.

        Be careful when formatting and reinstalling an Exchange server.  When 
you install Exchange, you make changes to your AD Scheme, and probably a lot of 
other things no one by MS knows about.  Those extra add-ins could come back to 
haunt youâ
