- Unable to send to All distribution list

This is not presently a critical issue, but it is surely a pain in the ..., 
well.
A few of our users and all new users being created are unable to send to the 
"All" distribution list. They have no problem sending and receiving to other 
lists, however.

I researched the Microsoft site for assistance to isolate this problem, but the 
error 5.0.0 is too generic. They suggested installing SP3 to get additional 
error reporting; however, I already have ExchSvr2k SP3 applied.

Any feedback you might have on this would be appreciated.
