We do the same here, but all filtered items go to a normal mailbox we
called "postmaster".

We can then log into this account and manage the items like any other
user. Recipients then receive mail from "Postmaster" so automatically
know it had been diverted.

Is there any way of tracking mail movements in a public Folder, not
incoming.

We have a mail enabled public folder that receives quarantined external
mail, and our Helpdesk people releases them by forwarding them on to the
final receipient.
Want to use the Message Tracking Centre in ESM to find out who is doing
what.
