I found the following article because I work with Outlook 2003:

But it does not work for me. Not when I restart outlook, or restart the
computer. I work with an exchangeprofile which is connected to the
exchangeserver through a VPN. Can that be a bottleneck? Retain deleted
items is configured as standard. Exchange 2003 SP2. Single
Exchangeserver. Workstation I work on is not in the domain.

Check to see if it was deleted without using the Deleted Items folder. 

How to do that:
1. Enable "dumpster always on" registry key.

2. Try to recover deleted items while looking at the Inbox.

I have a user that insists she did not receive an email from a superior
in
the office - but when I track the message it shows it was successfully
delivered to her "store". . . Is there a way to find out what may have
happened to it after it arrived there - she is deleting all of her
deleted
items and junk mail and I can see some items when I look in the Recover
Deleted Items folder but I am not finding the email in there - any
suggestions on how to find out what happened to the alleged email after
it
arrived in her store?
