On the server running owa you need to grant all users the log on locally
right in user manager.

Hi Guys!

I am running NT 4.0 with Exchange 5.5, and IIS 4.0 for
OWA. What I have noticed with OWA is that only Users
with Administrative Rights are the only ones who can
Access/login, how about those who do not have
administrative rights. How can I configure OWA or
Exchange or ADO to let those users login without
giving them Administrative rights?
