According to "GFI" this may be "free" for you, read:
GFI MailEssentials can be evaluated for a period of 60 days. When you
download the evaluation version and you enter your e-mail address, you
are sent an evaluation key that will extend the evaluation period from
30 days to 60 days. If you do not enter your contact details correctly,
you will still be able to evaluate for 30 days.
All the freeware features in MailEssentials will continue to function
after the Evaluation period has expired. These freeware utilities
include all the features found in the Anti-Spam -> Blacklist/Whitelist
node and 1 disclaimer.

Thanks but I really did not want to add any software (cost is an issue).
Also I have set this up in our sendmail gateway and really wondered if
an exchange solution was available. Someone on this list indicated it
was.

You can block outgoing mails to this single recipient, and also supress
the NDR messages, I recall using this feature on Exchange 2K once a few
months ago.

Couple of ways to do this then. You could remove the mailbox altogether
which really solves the problem :)
You could also set the receive limit to 1KB on the mailbox which would
return a NDR about a limitation in the system to the originator of the
message.
I'm sure there's others, but that's two really easy ones...

Stopped or dropped?
Stopped yes. Dropped is a little different since you are accepting and
then delivering to the ether (or null file for those *nix folks out
there ;) and not returning any disposition to the sender. Stopped would
send an NDR.
