I'm not the common exchange buff, but I would make use of the restrictions properties mailbox. Select the user's properties in Active Directory Users and Computer-MMC, go to "exchange general" tab, select "only receive mail from:" and leave the listbox empty. In case you already deleted the user object, you'd have to 'resurrect' him/her obviously.
