Space filling up on the server...

Hello, we are using exchange 2k on win 2k. The disk is starting to get full on
our box. I'm wondering what the best way to deal with this is. Should we buy
an array and just move the mail boxes to this? Or is it a better idea to limit
the mail box sizes and have people start using personal folders? Right now,
most people are not using personal folder which is why the disk is filling up.
What is the best administrative way to start getting people to use personal
folders without causing too much conflict? What happens if we limit the mail
box size and their mail box is already over the limit?
Any advice is appreciated.
