I don't have the ADM file for Outlook 2002 handy, but in the Outlook 2003 ADM file, there is an option to "Disable signatures for new messages" and also "Disable signatures for replies and forwards", so I assume the same option is in the Outlook 2003 ADM (available with the Office XP Resource Kit).
