Its removed when the last user who has in their mailbox permanently
deletes it and IS maintenance grooms it based upon the deleted item
retention schedule. 
If a user archives it, it's saved in whatever directory they save it in!

If an attachment is stored on the Exchange server and it is a pointer to
the recipients that received it, at what point is the attachment removed
from the server and does it save a copy locally when the email with the
attachment is archived by any of the users?
