Send / receive size ristriction on Exchange 2003

Hi,
I have limited message deli vary restrictions to 1mb in global settings for
both send and receive. Is there a way to allow only a set of users to send &
receive 3mb messages. We use Exchange 2003 with SP1 on windows 2003.
