SceCli error 1202 and Userenv error 1000

My Exchange 2000 Server will generate SceCli error 1202 followed by
Userenv error 1000 in the Application log every two hours.

I enabled level 2 debugging on the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows
NT\CurrentVersion\Winlogon\GPExtensions\{827D319E-6EAC-11D2-A4EA-00C04F7
9F83A}.

I then ran the following command to duplicate the errors and generate a
winlogon.log file
secedit /refreshpolicy machine_policy /enforce

When I look at the log file, I see two different types of errors. When the
group policy is trying to configure registry keys, there's an "error 234:
More Data is available" when trying to set security on
HKLM\system\currentcontrolset\control\criticaldevicedatabase.

The other kind of error I get is when the group policy configures security
on the file system, and I get "Warning 2: The system cannot find the file
specified" when a particular file doesn't exist.

Any suggestion on how to avoid these errors?
