The BE server may be fine.  In fact, you likely have too many ports open,
unless it's also your only DC.  If it's not, then you need more allow rule
destinations on the firewall.  Have you checked the firewall logs yet?

I can telnet and verify from the front end to the back end on 80, 25, 691,
389, 3268, 88, 53, 135 and 1024 and above.
Therefore, it makes me believe it's a configuration problem on the FE
server.
Have I stumped ya?

If you're unable to get to it using the IP address or name, then it's likely
a firewall configuration issue. As Al mentioned there's probably a necessary
port being blocked.
