One way to do this is go to your SMTP connector which is sending mail to outside world (either using dns or host record). Open it properties > and then move to delivery restriction tab. Add the address (for which u want to put the restriction) in reject message from. Now the user would not be able to send mails to outside world. And internal mail flow will continue using other connector.
