This is a multi-part MIME message.

Content-Transfer-Encoding: base64
As you can see, the sender sent base64-encoded message text, the list mailer
put it's prefix and postfix plain text around it, resulting in something
that doesn't decode properly.
The fix is either for the list mailer to stop adding stuff to posts, or do
it properly, or for members to make sure their mailers are set to never send
Base64 encoded text.
